Since the 9.2.1 update, safari may stop working when you click the address bar. To resolve this issue currently, follow the below workaround.
Click settings, safari and disable safari suggestions.
This is a temporary fix to allow you to use the iPhone/iPad until apple provides a fix to this issue.
